Public Spend Forum, in collaboration with our partners, is bringing together government leaders, entrepreneurs, innovators and thought leaders on how procurement technology is disrupting the procurement process and driving rapid change that enables government to deliver better services, allows new and existing suppliers to compete more effectively and ultimately taxpayers who stand to get a more effective government.

Shane Caudill has been with eVA Program for over fifteen years and is currently serving as the Director of the eProcurement Bureau. His experience with eVA is wide ranging and includes acting as the Deputy Director, Vendor Support Manager, Catalog Manager, and Functional Lead for the eVA Quick Quote Module.
Shelly is founding partner of the Shatter Fund, a returns driven fund investing in technology companies led and started by women. Shatter is the culmination of Shelly’s entire career of working in the Tech industry as a founder, investor and advisor, and extensive experience in mentoring and empowering women in the U.S. and abroad.
Tania Ghossein is a lawyer with the World Bank Group in Washington, D.C. since 2008. She currently coordinates the World Bank’s Benchmarking Public Procurement as well as the Procuring Infrastructure PPPs projects globally. Prior to that, Tania worked as a corporate lawyer and had extensive experience in the private banking sector in Beirut, Lebanon.
Gary J. Lambert has influenced policy and attitudes to help create dynamic work environments in both the private and public sectors for more than 35 years. His combined expertise in public sector spend management and procurement, as well as his focus on outcomes and customer service, have resulted in a complete transformation within OSD and have made the agency a model department for the Commonwealth.
Pierre Mitchell is a procurement and supply chain expert specializing in helping supply-side leaders and their teams elevate their value proposition and capabilities to deliver value beyond cost savings. He focuses on identifying and sharing emerging strategies, practices, and digital capabilities that will deliver continuous improvements and discontinuous breakthroughs.
Georg Neumann manages engagement and communications at the Open Contracting Partnership. At the Inter-American Development Bank, Georg led the Digital Strategy of the Multilateral Investment Fund focused on supporting micro, small and medium businesses and entrepreneurs in Latin America. He also co-initiated the organization's portfolio of projects testing social innovations such as crowdfunding.
Stephen is a venture capitalist and founder who specializes in business development, strategic planning and technology assessment as they relate to Aerospace & Defense investments. He also serves on the Boards of Public Spend Forum, CENSA, Clearchat, Coin.co, WarOnTheRocks, GraySpace and Training Leaders International.
Raj is a social entrepreneur and thought leader focused on strengthening the management capacity of the social and public sectors. Raj advises leaders in government in social sectors on applying proven practices to improve performance, building stronger public/private partnerships and ultimately delivering more value to customers/constituents.
